Possible solution - but not Domino related

I had the same issue at a customer site, and here it was caused by the receiving SMTP server having an issue. When this SMTP (non Domino) server was restarted, and I issued the server command "tell router update config", mail q cleared quickly.

I saw the issue like this:
tell router sh
Msgs State Via Destination
139 Busy(25) SMTP SMTPEXT1.A01.NORDIC.INT.COM (Push)
264 Retry( 1) SMTP [$Retry dks01.A01.NORDIC.INT.COM] (Push)
Last error: Transient error received from remote server
Next retry: 06/10/2011 08:43:27
Transfer Threads: Max = 50; Total = 25; Inactive = 0; Max Concurrent = 45
Delivery Threads: Max = 50; Total = 0; Inactive = 0
Dispatch Threads: Max = 4; Total = 2; Inactive = 2
Sweep Threads: Max = 4; Total = 2; Inactive = 2
